國王作為牧者 國王作為百姓的牧者的這個意識型態，大約於主前二四五○年即見於蘇美的盧加耳紮格西。同時代的拉加什國王吳魯卡金納聲稱寧吉爾蘇神擁有他的國家，國王則被揀選作「牧者」，為了神與百姓管理城市行政。這種意識型態在古代近東一直延續到以色列王國時期。
