以賽亞書 55：10-11

10 我的話像雪和雨從天降下，
不再返回，卻滋潤了大地，
使五穀生長，
讓撒種的有種子，
讓吃的人有食糧。
11 我應許的話就是這樣。
我的話從不落空，
卻要成就我的計畫，
要執行我的旨意。

我的話不徒然返回 古代近東的神祇也宣示主權，代表他們的指示和命令無可撤銷，毫無例外地有效。早自蘇美神話《盧加爾》（Lugal-e），就讚美寧努他的命令不會更改，他的決定會被忠實地執行。
